Independence & Liberty Bridges

United Bridge Partners was selected by the City of Bay City in August 2019 after a Request for Proposal process and subsequently executed an acquisition and development agreement in December 2019 for the Independence Bridge and Liberty Bridge located in Bay City, Michigan.
The Independence and Liberty Bridges are bascule bridges that serve as two of the four main crossings over the Saginaw River in Bay City. As part of the agreement with the City of Bay City, UBP is providing 100% of the funding to rehabilitate and modernize Liberty and Independence Bridges. UBP will also provide all ongoing operations, maintenance, tolling back office, and customer service activities for both structures.
The rehabilitated Liberty and Independence bridges will utilize open-road, all-electronic tolling systems. Both structures will also provide protected bike and pedestrian paths.

CLINE AVENUE BRIDGE

The original Cline Avenue Bridge was closed in 2009 and subsequently demolished after 26 years of service over the Indiana Harbor and Ship Canal in East Chicago, Indiana, located approximately 15 minutes southeast of Chicago. Formerly owned and operated by Indiana Department of Transportation (INDOT), over 35,000 vehicles traversed the bridge daily.
In 2012, UBP executed an Exchange Agreement with INDOT and subsequent Development Agreement with the City of East Chicago, committing 100% of the financing to design, construct, own, operate and maintain the replacement bridge. Construction commenced in November 2017, and ended in December 2020; the 6,236-foot fixed-span concrete bridge reduces congestion and restores a vital link in Northwest Indiana.
The toll bridge uses an open-road, all-electronic tolling system fully integrated with E-ZPass and I-PASS, and services over 1 million crossings per year. UBP is also responsible for all long-term operations, maintenance, tolling back office, and customer service activities.

HOUBOLT ROAD EXTENSION

UBP was selected through a nationwide, competitive request for proposal process to serve as the financial partner with CenterPoint Properties, based in Chicago, IL, on the Houbolt Road Extension (HRE) bridge located in Joliet, IL.

UBP and CenterPoint Properties formed the HRE Joint Venture (HRE-JV), where UBP has provided the majority of the financing to design and construct a new 1.5-mile roadway extension, including a 0.4-mile bridge over the Des Plaines River. The HRE-JV is responsible for long-term operations and maintenance including tolling back-office billings and collections. The bridge includes an open-road, all electronic tolling system integrated with E-ZPass and I-PASS, and is estimated to service approximately 3 million crossings per year.
The HRE bridge was completed in partnership with a publicly financed roadway improvement bridge at the I-80 and Houbolt Road interchange, which was administered by the City of Joliet in partnership with the Illinois Department of Transportation and Will County, IL.

MEMORIAL BRIDGE

United Bridge Partners was selected by the City of Parkersburg in February 2021 after a Request for Proposal process and subsequently executed an acquisition and development agreement in May 2021 to purchase, rehabilitate, and operate Memorial Bridge.
Memorial Bridge is a steel truss bridge that crosses the Ohio River between Parkersburg, West Virginia and Belpre, Ohio. As part of the agreement with the City, UBP has provided 100% of the funding to fully rehabilitate and modernize Memorial Bridge. UBP provides all ongoing operations, maintenance, tolling back office, and customer service activities for the rehabilitated structure.
The rehabilitated Memorial Bridge includes a new paint and coating system, a completely new deck, superstructure and substructure repairs, and upgraded lighting and other aesthetic treatments. The bridge utilizes an open-road, all-electronic tolling system and services approximately 4 million crossings per year.

SOUTH NORFOLK JORDAN BRIDGE

Classified as structurally deficient and closed in late 2008 due to safety concerns, the original Jordan Bridge (circa 1928) provided a vital river crossing over the Elizabeth Riverโ€™s Southern Branch.
Through an Acquisition and Development Agreement with the City of Chesapeake, VA, UBP provided 100% of the funding to design, construct, own, operate, and maintain the replacement South Norfolk Jordan Bridge (SNJB). UBP delivered the $143 million, 5,375 foot high-rise, fixed-span bridge at no cost to the City of Chesapeake in under two years from groundbreaking. UBP has been successfully operating and maintaining SNJB since it opened in October 2012.

This bridge restored a vital multi-modal transportation link between the cities of Chesapeake and Portsmouth, and eliminated former access barriers including weight restrictions and railroad crossings while supporting military readiness with direct access to the Norfolk Naval Shipyard. The structure also bolstered the cityโ€™s shipping capabilities by incorporating channel enhancements to accommodate Panamax sized vessels.

The bridge allows for continuous flow of cars, trucks, cyclists, and pedestrians over the bridge, and ships, trains, and other vehicles can pass under the bridge. The bridge is supported by an open-road, all-electronic tolling system integrated with E-ZPass and services approximately 3 million crossings per year.

As part of our SNJB operation, UBP also provides the tolling back office support for the Dominion Boulevard Veterans Bridge in Chesapeake, Virginia. Services include all processing, billing, invoicing and collections for nearly 25,000 crossings per day.
